Relatively cheap. Not sure what that means exactly but I am going to recommend two. You decide which is better for your budget.

Keep in mind that stop action photography requires higher shutter speeds. Any Canon lens can do that.
First you have to learn to follow the action by panning with the dog(s).
Next use a high enough shutter speed to ';freeze'; the action.
In the end it is the skills of the photographer that produces the excellent images, not the equipment.

While the title is ';... Not Your Camera';, it equally applies to lenses, at least ones made by the original manufacturer of your camera.
You might want to take a look at the Canon 50mm 1,8.
It's about $80 and a big improvement over the kit lens.
